- State law mandated an outsourced telephony system and maximum participation by all State Agencies, unless expressly exempted: "The request for proposals shall provide for the telecommunications requirements of state agencies and branch offices of state agencies regardless of location, excluding State universities and community colleges."
46th Legislature, First Regular Session, Chapter 263, Section 101 (House Bill 2533)
- State law called for streamlined State Agency communications to enable such services as State government 911 abbreviated dialing through a scalable, centralized, statewide, converged voice, video and data solution pursuant to the State's Enterprise Architecture standards. Additionally, the State desired to leverage the private sector in easing the financial burden of replacing the end of life equipment and minimizing the risk of rapidly changing technology.

- This new program was called AZNet with Telecommunications Program Oversight (TPO):
- "The director shall establish a telecommunications program office within the department to enter into a primary contract with a corporation authorized to do business in the State for the contractor to provide for the installation and maintenance of telecommunications systems..." (A.R.S. Section 41-712 (A))
- "In carrying out this subsection, the director shall only employ those contract managers, telephone operators, help desk personnel and forensic investigators required to oversee the primary contract and administer efficiently the telecommunications program office." (A.R.S. Section 41-712 (C))

- Contract awarded to Accenture on January 21, 2005 for an initial 5 year term. Extended in January 2006 for an aditional 2 years through January 2012.
