- Multisource – contract with best Providers for their specialty. Have independent contracts that allow for termination of a contract or a portion of a contract, without affecting other services.
- Target utility services – keep the services basic and commodity. This enables easy substitution if the provider fails, easier price benchmarking, lowest cost.
- Enable a migration to Cloud services – Facilitate the migration of agencies and the State to a cloud based computing model.
- Attempt to obtain services from Cloud Service Providers – minimize capital investment and consume services on-demand.
- Push Agency unique responsibilities back onto the Agencies – unique security and routing responsibilities will become the responsibility of Agencies.
- Equitable pricing – Everyone will receive a refresh over the life of the contract, everyone will pay the same rate for services.
